Educational requirements for Property Practitioners

As a lot of Property Practitioners are aware, the educational requirements have changed quite a lot over the past 18 months. Here is an updated overview to ensure you are kept in the loop. 

Let’s first discuss the requirements for a valid fidelity fund certificate (FFC). Remember this is a legal requirement set out by the Property Practitioners Regulatory Authority (PPRA). The FFC allows the property practitioner to work within the real estate industry and earn commission.


What is required in order to apply for my first candidate FFC with the PPRA?

The required documents are:

  • Certified ID copy (not older than 3 months)
  • PPRA application form
  • Letter of employment

Furthermore, Realty Solutions assists with the collation of your required documents and handle the entire application process on your behalf. You receive your FFC certificate from Realty Solutions via email in a matter of days.

 

Qualification updates
As of the 1st of July 2024, the Property Practitioners Regulatory Authority (PPRA) introduced new qualifications:

  • NQF Level 4: The previous SAQA ID 59097 is now replaced by SAQA ID 118714.
  • NQF Level 5: The previous SAQA ID 20188 is now replaced by SAQA ID 121691.

 

Key Changes to education

  1. PPRA intern logbook (PoE): The PPRA will no longer accept physical logbook submissions after June 30, 2024. If your logbook is due after this date, your principal must co-sign a letter that must be submitted to the PPRA via email to logbooks@theppra.org.za
  2. Old NQF4 / New NQF4: After the 1st of the July 2024, the legacy qualification: FETC: Real Estate NQF level 4 (SAQA ID 59097) is no longer available and has since be replaced with the 118714: Occupational Certificate: Real Estate Agent.


If your FFC was issued BEFORE 1 July 2024 you must:

  1. Complete your PPRA intern logbook (PoE) and get it signed off by your principal. You are required to keep this portfolio of evidence in your agency for auditing purposes. It is NO longer submitted to the PPRA. You are now required to submit a letter to the PPRA, signed by yourself and your principal confirming your logbook has been completed. Ensure you have a green tick next to your “internship” on your “My PPRA portal” under your qualification status.
  2. If you have not completed the legacy qualification FETC: Real Estate NQF level 4 (SAQA ID 59097), you now need to register for the 118714: Occupational Certificate: Real Estate Agent. This is completed over a 10-to-12-month period, including knowledge, practical and workplace experience. Once you have successfully completed the qualification, you will be issued with a statement of results.
  3. The statement of results is sent to QCTO and you can now enrol for the External Intergrated Summative Assessment Exam (EISA). This is a venue-based exam oversee by QCTO. Upon completion, you will be awarded your certificate of competency. The fee for this exam is still to be confirmed.
  4. Enrol for the Professional Designated Exam Level 4 (PDE4) through the PPRA. This is a venue based, open book exam. Once this step is completed, you are now a qualified Non-Principal Property Practitioner.
  5. Remember, you must ensure your qualification status on the PPRA portal is updated with the necessary green ticks.


If your FFC was issued AFTER 1 July 2024 you must:

  1. If you have not completed the legacy qualification FETC: Real Estate NQF level 4 (SAQA ID 59097) you now need to register for the 118714: Occupational Certificate: Real Estate Agent. This is completed over a 10-to-12-month period, including knowledge, practical and workplace experience. Once you have successfully completed the qualification, you will be issued with a statement of results.
  2. The statement of results is sent to QCTO and you can now enrol for the External Intergrated Summative Assessment Exam (EISA). This is a venue-based exam oversee by QCTO. Upon completion, you will be awarded your certificate of competency. The fee for this exam is still to be confirmed.
  3. Enrol for the Professional Designated Exam Level 4 (PDE4) through the PPRA. This is a venue based, open book exam. Once this step is completed, you are now a qualified Non-Principal Property Practitioner.
  4. Remember, you must ensure your qualification status on the PPRA portal is updated with the necessary green ticks.


Should you have a degree or diploma that can exempt you from the NQF4 qualification, this process needs to be awarded by the PPRA, by applying for a PPRA equivalency exemption. Realty Solutions can assist you with this process. 

1. Once your exemption is granted, you will need to complete the 6-month workplace experience modules, set out by the PPRA. Upon submission of your completion letter of the 6 modules, you will receive a green tick against your internship period.
2. Enrol for the Professional Designated Exam Level 4 (PDE4) through the PPRA. This is a venue based, open book exam. Once this step is completed, you are now a qualified Non-Principal Property Practitioner.
